Heat a casserole pot or another deep dish to medium. Add the oil.
Add the meat. Use a wooden spoon to break up the meat. Cook until the meat is no longer pink.
Add the tomato paste, followed by the ketchup. Stir until well incorporated.
Stir in the chopped tomatoes. Cook until the tomatoes break down and incorporate into the meat sauce.
Add all the spices.
Add the cream cheese. Stir until well incorporated.
Stir in the butter. Cook until the mixture thickens.
Add the milk and 1-1/2 cups of the cream. Bring the mixture to a simmer.
Stir in the pasta. Continue stirring while the pasta cooks through.
Lower the heat. Stir in the cheddar cheese and the remaining 1/2 cup of the cream.
